Any person under the age of 18 If you are told about or receive a complaint (allegation) about the behaviour of a Council staff member, contractor, sub contractor, family day carer, work experience/students and/or volunteers and the complaint relates to a child (someone under 18 years) then you must report this immediately to your Child Protection Committee Representative. This is a problem as it reduces the chances of the girl getting an education and a good job. The age of consent in Thailand is 15. It differs between countries. We as teachers need ensure you as students are looked after and are happy. Your teachers and parents need to talk to you about keeping safe to prevent and stop abuse. So what are the types of abuse and how can it be recognised: Child Protection Charter has a Listening Team created with a range of staff and with one student representative (Jenny in Year 13). The aim of the team us to provide help and support on issues. We have set up an e-mail address if you need to discuss a problem and there are posters showing you who the team are. You can also speak with other staff if you know them better. Child Protection Physical abuse -this is hitting, kicking or hurting a child and can be seen in bruises and marks. Sexual abuse - this is when someone touches you or makes you act in a sexual nature. Neglect - this is when a child is not treated well and they may be hungry, dirty or ignored by parents. The number of new children reported to Family and Community Services each year has remained relatively stable from 2001/02 to 2006/07 whereas the number of children with a child protection history has increased significantly. The most urgent reports (required response time < 24 hours) have increased over time at a comparatively slower rate than other reports. The rate of reporting about children aged less than one year is higher than that for all other age groups. The number of reports per child, per year has been slowly rising since 1999/00. There go in there maybe to help with parenting skills, whatever their need help with. Their partner up with the St-Clair child and youth services, another family support that their use. If there need go to rebound or counselor this program will help them. The youth Justice act protects a child's right by giving them fair treatment and provides Provide fair punishment morning opportunities for their crime. The goal of the youth justice act is the help guide you to be healthy members of society and to grow into adult that will construct and not distrust. This act also ensures that the youth will get the help they need to make positive and healthy choices. This type of help can be medical, psychological, and disciplinary. However for protecting the children from harm is found under the family Justice Act. The police also work with the families to help guide the child into a safe place they will no longer commit crimes. Windsor:- It really depends on the severity of the situation. If the situation was extremely bad and the family had an open file with us at the agency and no progress was being made with support put in place the children could be apprehended. We would try less intrusive measures if at all possible. They could be referred to our family well being team who are made up of CYW's and can address behavioral issues in the home from cleaning to budget. We also teach a range of parenting groups to address several issues which may be happening . They would also be hooked up with community partners who may also be able to assist in different ways . How much on average does a CYW make in your agency ? Sarnia:-Information could not be provided. Windsor:-An investigation starts with a call to the agency. This call can be anonymous of the caller will sometime provide us with a name. The name given is checked and if the file is open to a worker at the agency the call is given to the worker for follow up. That could result in an investigation if the allegation is severe. If the file is not open to anyone in the organization it goes to intake who will then decide what should happen. A supervisor is consulted and time from for the investigation is decided upon. London:- CAS works closely with the family to provide classes and group support that will help the family stay together. London:- Many programs have been cut such as foster care, parent support groups and this is concerning, not being able to give the children the care and support that they need and deserve. Windsor:- Social work is the primary skill set and then certified Child and Youth Workers. It also helps to be firm yet compassionate. Sarnia-Lambton Children's Aid Society is a trusted ally to families,communities & cultures in creating safe,nurturing environment for children and youth to grow and succeed. Windsor:-if a child is in needs of protection or needs to be moved for a short period all family members are considered and contacted. The last resort would be foster care. The police do not offer a support program for the children and youth in custody however that does not mean they are not involved. The police work hand with agencies that provide support to children and youth going through custody. There is an agency that works with the families going through divorce and helps aid with custody settings of the children and youth involved. The agency is called S.A.P.L and this is an agency that has a building that has building that helps with families where if one parent(visiting parents) can only have supervised custody and visits with the children. The way this building works is the custodial or main custody parents brings the child or youth to the building and exist. Then the visiting parents enter through a separate door and supervised by workers as they interact and spend time with children. This ensures the child is safe from watching their parents fight,and also safe in an event the parents fight, also safe in an event the parents becomes unsafe during a visit. London:- All investigations start with a call from the school, neighbour, family or police. What is your policy for dealing with children in unsafe or unstable homes? Why? Why? The Child Protection Act 1999 requires certain professionals, referred to as ‘mandatory reporters’, to make a report to Child Safety, if they form a reasonable suspicion that a child has suffered, is suffering or is at an unacceptable risk of suffering significant harm caused by physical or sexual abuse, and may not have a parent able and willing to protect them. Who? Who? Under the Child Protection Act 1999, mandatory reporters are: teachers doctors registered nurses police officers with child protection responsibilities a person performing a child advocate function under the Public Guardian Act 2014 early childhood education and care professionals, from 1 July 2017. Teachers include approved teachers under the Education (Queensland College of Teachers) Act 2005, employed at a school. Procedure Do I have to report? How do I report. Procedure QPS Support QPS Examples 1. Section 280 Criminal Code: Domestic Discipline – outlines that its lawful for a parent (or teacher) to provide discipline a child which is reasonable in the circumstances. The threshold for a police investigation is usually when the child has bruising – although a notification to Child Safety is still required for excessive discipline without bruising. If a child has bruising as a result of parental assaults, then a notification is always required. It’s always useful for a police investigation is a photo has been taken, because often times by the time we receive the notification has been received (via child safety) some time has passed. QPS Examples (Continued) 2. Section 364A Criminal Code: Leaving a child under 12 unattended - It is unlawful for a person in charge of the care of a child under 12 to leave the child for an unreasonable amount of time without making reasonable provisions for their supervision. 3. Child on Child assaults: This is not subject to mandatory reporting. Advise the parent/guardian of the child and they can decide whether or not they want a police investigation – UNLESS you think that the child is at significant risk of harm and the parents are not acting protectively. QPS Examples (Continued) 4. Sexting: (Section 228D Criminal Code: Possessing child exploitation material). When children send nude pictures to each other and they are of a similar age, then police will record it as intelligence only (no formal investigation). If the receiver of the nude picture, then forwards it to other children (S228C Distributing child exploitation material), then police will investigate. QPS Examples (Continued) 5. Section 215 Criminal Code: Unlawful Carnal Knowledge – It is unlawful for children under 16 years old to have sex.
