Transcript: Balance in congrees of free and slave states A balance between freeand slave state is mostly maintained by allowing pairs of state accepted: free and one slave state at time. Southernrs wanted the new states to be slave states, but thenortherners said no. The authors of the U.S. constitution agreed each slave is counted 3/5 of a person for the purpose of representation in congress. states become dependant upon slave labor to support ther cotton baised economy. Election of Lincoln He had ran for senator which he did not win. He lost to the democratic party. He recieved many votes from the south than other caidates. Lincoln did not campaign on-road, instead he resorted to the distridution of posters and pamphlets. lincoln captured less than 40% of popular votes. The election was held in the year 1860. Lincoln was not on ballot in nine southern states. He was the first out of the sixteen presidents ever to be from the repubican party. 82.3 percent of america voted for him. The compromise was reached during the philadelphia convention of 1787 The Northern states did not want the slaves to count if they had no rights as citizens. The Southern states wanted the slaves to count as population for representation. 3/5 comprmise determinded the taxation and representative of the states. Benjamen Harison of virginia proposed a 1/2 ration to count slaves. Also several men from New England proposed 3/4 but that did not gain support. James Madison proposed 3/5 and that cought on. The compromise also encouraged people to turn in run away slaves and did not prohibit slavery even in free territories. The bill resolved the first serious political clash between slavery and anti-slavery in the U.S. The bill granted missouri state hood as a slave state. The bill prohibitted the rest of the Louisiana Purchase North of the 36 parallel would be free states. The comprmise was put forward by Henry Clay to allow missouri to enter as a slave state and Maine to enter as a free state. The act was passed in congress May 30th, 1854. A second election was held after federal troops sent in and the Pro-slavery supporters won again. After the act passed pro-slavery and anti-slavery supports rushed in to settle Kansas to affect the 1st vote. Pro-slavery settlers won the first election but were charged with fraud. It allowed people in the territories of kansas and Nebraska to decide for them selves the issue of slavery. battle of fort sumter On April 10t, 1861 brig. gen. beauregaurd demanded the surrender of the Union Garrison or fort sumter in charleston harbor. On April 12th after garrison commander Anderson refused, confederate batteries opened fire on the fort. At 2:30 pm April 13th Major Anderson surrendered fort Sumter evacuating the Garrison the next day. The firing of fort sumter was the opening engagement of the cival war. There were no casualties during the gombardment. Kansas entered the Union as a free state in 1861. On May 22nd, 1856 cangress man Preston Brokes of S.C. attacked senitor Charles sumner of Mass. for saying Southerners were responcible for violence in Kansas. The Kansas-Nebraska act set the stage for the violence by allowing the territory of Kansas to decide for its self the issue of slavery. The violence between the two forces hapened between 1854 and 1858. Bleeding Kansas was a term used by Horace Greeley to describe the violence between Pro and Anti-slavery forces. Bleeding Kansas John Browns raid on Harper's Ferry was an attempt to start an armed slave revolt by seizing a U.S. arsenal. John Brown was an White abolitionist. An african American baggage handler on the Baltimore and ohio train was the first casualty. John Brown was taken to the court house in Charles town for trial. He was found guiltie and hanged. James Buchanan ordered an detachment of U.s. Marines to march on Harper's Ferry under the command of Robert E. Lee. Compromise of 1850. Was a series of 5 bills intended to stave off sectional strife. The comprmise was passed to deal with the spread of slavery to territories in order to keep Northern and southern intrest in balnce. New Mexico and Utah where allowed to decide by vote the issue of slavery. The district of columbia abolished slavery. California entered as a free state. Wilmot Proviso David Wilmot proposed legislation in the of representatives that declared slavery shall not exsist in the lands won in the Mexican Amercan war. The amendment was to the bill which provided an appropriation of 2 million dallors to allow president Polk to negotiate a settlement with Mexico. The Wilmot Previso created great bitterness between the North and the South. The amendment passes the house but was deffeated in the senate. The Previso helped crystallize the conflict over slavery.
